The best AI video tools for UGC-style ads, and the rule that keeps you out of trouble

AI actors can give you thirty hooks by Friday. They cannot give you a customer. Here is what each tool is for, and where the line sits.

What counts as a "UGC-style" ad when no user made it?

The format, not the origin: vertical video, a person talking to camera, a hook in the first two seconds, captions burned in. The style works because it looks like the content around it in the feed. AI tools can now produce that look without a creator, a studio or a week of back and forth.

That is useful and it is also where advertisers get into trouble, so the rule comes before the list.

Safe uses are plentiful: explaining what the product does, demonstrating a feature, reading a real customer's review with clear attribution, or delivering an offer.

1. Creatify: avatar ads straight from a product page

Paste a product URL and Creatify generates video ads with AI actors, templates and voiceovers. Higher plans add a competitor ad tracker and an ad launcher for Meta, TikTok and AppLovin. It suits ecommerce and app advertisers who need many variations from pages that already exist.

Not for: brands whose customers expect to see real people who have really used the thing.

2. Arcads: when the test plan is thirty hooks a week

Arcads offers a library of more than 1,000 AI actors, lip sync, captions and translation across 30+ languages. It is built for performance teams testing scripts at volume.

Not for: anyone who needs to see a price before talking to someone. No plan prices were visible on the site when we checked.

3. HeyGen: one presenter, many languages

HeyGen makes presenter-style video with avatars and voice cloning, and its translation features are the reason to choose it. If you sell in five markets, one script becomes five localised videos.

Not for: teams wanting an ad-specific workflow with publishing to ad accounts. It is a general video tool.

4. Captions: for founders who will film themselves

If you are willing to hold a phone and talk, Captions handles the rest: captions in 100+ languages, b-roll, music and chat-based editing. Real founder footage, polished fast, is often the strongest "UGC" a small brand has.

Not for: agencies needing multi-client workspaces, which the pricing page does not mention.

5. CapCut: the editor everyone ends up in

CapCut is where the final cut usually happens: templates, auto subtitles, background removal and text to speech, usable online for free.

Not for: teams that need brand governance and approval workflows.

6. ElevenLabs: the voice layer

ElevenLabs produces audio only: voiceover, dubbing, sound effects. Pair it with any editor above and you can re-voice one winning ad into three hooks in an afternoon.

7. Runway: the shots you could not film

Runway generates clips, not ads. Use it for b-roll, product scenes and effects to cut into footage from the tools above.

Not for: buyers who want a finished ad from a URL.

How should you use them together?

Questions people ask

Are AI-generated UGC ads allowed on Meta?
AI-generated creative is permitted, subject to the platform's advertising policies and its rules on labelling manipulated media. The legal risk is not the technology. It is implying that an AI actor is a genuine customer sharing a real experience.
What is the cheapest way to start?
CapCut can be used online for free, ElevenLabs has a free plan with 10,000 credits a month, and HeyGen's free plan allows three videos a month. That is enough to produce and test a first batch before paying for anything.
Do AI actor ads perform as well as real UGC?
It depends on the product and the audience, and nobody's benchmark will match your account. Treat AI actors as a way to test hooks and scripts cheaply, then film the winners with real people.
